Mackay States the Obvious

Since it is not in the motion, we have to take the comments of the government for context.

I don't usually like it all muddled, but Mackay adds some clarity to the definition of Quebecois

def: the people who live in Quebec...

All we need now is Harper to say teh same thing.

If by stating the obvious you mean that MacKay clearly doesn't know the definition of Quebecois, then you are certainly right.

Cannon - Harper's Quebec lieutenant - gave a much different definition this weekend. It happens to be the correct one. And, by chance, it's the ethnic one.
